Do I need a heat sink?

This is my first PC build so I am sorry if I seem clueless at times but I am getting an i5 4690k and I was wondering if I need to buy a heat sink. I bought an Arctic Silver
5 High-Density Polysynthetic Silver Thermal Compound, 3.5 Grams. Thank you for your help!

The CPU will come with a heatsink fan which comes pre applied with thermal paste, but if you plan to overclock, an aftermarket cooler is recommended/required. If you plan to overclock, what are you willing to spend on a cooler?
Also what are your full specs including PSU make/model and case?

This is my full build: http://pcpartpicker.com/parts/partlist/ I do not plan to overclock and for the case, I may have to get a different one than the one listed there because that one is sold out. Do you have any suggestions for cases around that $ range? $60-$80 give or take some. Thank you very much for your help.
 

That's a nice build you have there. One suggestion would be to change the motherboard to a H97 and the CPU to a non K 4690 as you don't plan to overclock, unless you think you may decide to later on? I'm not really sure about the case, I have the Define S and I love it, I'd recommend waiting for it to come into stock or find somewhere else that is trusted to purchase it from.
