i currently have an i3 4160 with the cooler that comes with it. i also stream on twitch. cpu usage is around 70% most of the time. im getting an i7-4790 soon so the stream will be better but do i really need an aftermarket cooler? i encode the stream on the gpu but idk if i will switch to cpu encoding

You may be ok with the stock cooler, it just depends on how well the cooler makes contact, ambient room temps and things. It's worth trying the stock cooler and monitoring temps under load. Just keep in mind the 4790 will run a bit hotter than your i3. An i3 has ht so it may run a bit warmer than the dual core pentium but it's still a dual core. The i7 will have the same integrated heat spreader surface but with twice the processing cores underneath and the hyper threading as well as slightly higher core speeds. All of that equates to more heat.

If the stock cooler doesn't keep your new cpu as cool as you'd like there are budget options available like the cryorig h7 or cm hyper 212 evo which are low cost but with significantly better cooling.
