Access to multiples public/external ips from one public/external ip address

Not sure what you are asking. Obviously you must have multiple public ip from your ISP so you can use them. There are a number of ways to do depending on if you actually want the client to have the address on their device or if you just want to NAT certain device to different public IP.
Pretty much you need a commercial router or third party firmware for your router that supports it.

Not sure what you are asking, but my guess would be no. In order to have more then ONE public IP on one ISP connection, you normaly have to pay more.
