Not sure what you are asking. Obviously you must have multiple public ip from your ISP so you can use them. There are a number of ways to do depending on if you actually want the client to have the address on their device or if you just want to NAT certain device to different public IP.
Pretty much you need a commercial router or third party firmware for your router that supports it.
You are just repeating what you said on post#1, need to use different terminology, the WHY you want to do this should clarify. Posts around here last a couple of days then they die, so better be quick with your question.
