Can my motherboard(HP ELITE 8000 SFF) work and use the (INTEL XEON L5420 2.5GHz/12M/1333Mhz/CPU equal to LGA775 Core 2 Quad Q9650 CPU)
Here is my motherboard cpu capacity list
Intel Core 2 Quad Q8400 Processor
2.66 GHz, 4M L2 cache, 1333 MHz FSB

Solution
Intel Xeon L5420 CPU needs an LGA771 socket, but your HP motherboard has an LGA775 socket.

Therefore the Xeon L5420 will not fit.

That's why it is not listed on HP's processor options page for that PC model.

There's an adapter mod for 775-to-771 modavailable since a few years. Socket 775-to-socket -771 adapter.

Not all Intel chipsets on 775 support Xeons 5xxx Harpertown like a Xeon L5420.
Your HP Elite unfortunately has an incompatible chipset. That has Intel Q45.

Intel Q45, Q43, Q41, Q35, Q33, Q31 chipsets don't support Xeon 5xxx series.
And even a Xeon X3363 with LGA775 failed.

Intel X48 and X38 chipsets mostly do not support Xeons 771 at all, too!!
Older chipsets like 965P with limited FSB speed eventually.

Other boards not in the list with P35, P45, P43, G45, G43, G41 chipset will most likely work with Xeon 5xxx too.
Mikrocode update necessary to unlock all features/cpu instructions like VT-x, Speedstep and sse 4.2.

Decompress microcode-20150107.tgz with your suitable decompression program.
Then Run.
microdecode.exe microcode.dat
(within a command shell cmd.exe) to get all microcode *.bin files:
microdecode.exe must be put or moved into the same directory as microcode.dat!!
