looking to play high/ultra on GTA,Witcher 3, Fallout ETC.

For GTA it'll be good but for Witcher & Falloutyou won't be able to play on high and 60 FPS.

You will need a very good i5 or a i7 with a GTX 970 (High - Kinda Ultra) or a GTX 980/TI (Ultra) or AMD equivalent. Also an SSD would help a lot for asset loading for the games you want to play, as there is so much that needs loading.

You will not play in Ultra at all this games...
This is a low budget build so this is not target to ultra on this high demanding games..

You'll play those games on medium settings, with some trivial effects possibly on Low or even turned off. They're trivial though and won't have any impact on gameplay. At worst, your character will come over a hillside and instead of a jaw dropping view, you'll have to settle for pretty damn cool instead.

The overclock on the CPU will crucial getting your minimum frames per second as high as possible, to stay above 30 and keep things looking as good as possible.

Just make sure your build is cooling properly and that the wires are all behind the motherboard or cable tied to the sides of the case out of the way. Then it should run fine which no problems.
