Computer problems even with a decent computer

Hello.My computer is running slow in games like League of Legends, CS:GO on high settings.I get 200 fps but the problem is that it is freezing randomly for 1 minute . I dont have lag but i hate when i play or browsing the internet and freezing randomly . After the freezing ends its working fine.I never had these kind of issues before.My pc specs are:
Amd fx 6300-six core processor
Gtx 950 2GB DDR5
8 GB ram (3 usable)
Windows 7 32-bit
Could the problem be from the windows?Please answear ! Sorry for bad english :)

A new power supply will make no difference at all

windows 8.1 64 bit will solve the problem...

It's a good possibility it's your RAM. You probably want to do a fresh install with windows 64 so you have all 8GB usable. There's also the possibility of your power supply studdering or your RAM not being good. Can you list links to your actual hardware please?
