Helping a friend pick out his first build this Cyber Monday! [video editing]

My friend would like to build his first computer mainly for video editing. He would like to spend no more than $1000 for everything including monitor and other peripherals. So I would say around $800 for the computer itself.

He will be mainly using this build for editing GoPro footage. He also wanted me to mention that he might use programs like AutoCAD and other engineering programs in the future. Lastly, he will be using this as his go to internet surfing source.

Any suggestions given would be great! Feedback for why he might want a certain CPU or graphics card would also be appreciated!

I should have noted that he doesn't need an operating system or other editing programs. What would you recommend upgrading on the list with the extra $$.
 
ok here is a build I came up with this build has 8 cores 16 threads and should handle anything you throw at it. i would buy most of it used because this equitment is significantly less expencive that way and their isnt much risk in doing it.
super micro X8DTi-F- 125$
dual x5677 or x5687 xeons- 120-160$
6x4gig ddr3 ECC ram- 60$
r9 290x- 250$
the rest will be about the same as any other build. however you will need a case that supports a eatx motherboard. if he will do A LOT of cad we can spend a bit extra and get a workstation card however those arn't needed unless you do a lot of 3d modeling.

sorry but nope. pc parts picker dosn't have some of these parts. i can try to help clarify though

super micro X8DTi-F- this is a motherboard that supports 2 cpus in it. this gives you much more total performance and can save some money too.

xeon- name of cpu, similar to i5 or i7

x5677- modal of the cpu. for example you can google "xeon x5677" and a bunch of them will pop up

x5687 its a slightly faster version of the previous.

6x4gig ddr3 ECC ram. the motherboard above supports up to 12 sticks of ram (a average mobo supports 4) 4 gig is the size so you should get 6 4 gig sticks. ddr3- type of ram. ECC this is error correcting ram, its built for servers and is nice and cheap used. you can google ddr3 ecc ram and most will work with the motherboard.

r9 290x- a graphics card.
