Mystery Overheating Issue

Ok so to start off with my specs:

Asrock 960gm/u3s3 fx motherboard
Amd fx-8370 cpu
-Water cooled with Antec Kuhler h20 650
Hyper-x 8gb 1600mhz ram
MSI GTX 970 gpu
1tb seagate hdd


So the issue first became apparent when i upgraded to windows 10. I tried to play dying light with a friend and i started getting these odd lag spikes and my fans would pick up a ton, almost like throttling. So i tried another game and the same thing was happening. After attempting multiple software fixes for steam and the OS nothing was working so i decided to re-paste my CPU and see if it would make a difference, It did not.

In a desperate effort i attempted to downgrade back to windows 7, but the same issues are still occurring. I have tried everything i possibly could until the other day when i read an article about my motherboard being a potential bottleneck due to its 4+1 power (whatever that means) heating up to fast, and due to its small heat syncs, cant dispel the heat fast enough.

As far as i can tell my only solution is to but a new motherboard and i have decided that in January i will be getting a 4790k with and msi gaming 5 but until then i was hoping that maybe i have missed something that someone else might see.

My drivers are all up to date and nothing else is giving me any problems but the cpu does tend to heat up quickly even when doing simple tasks.

the cooler has some terrible reviews cold try a cheap air cooler just a sugestion -Water cooled with Antec Kuhler h20 650
