I just finished putting together my new Z170 i7 6700K PC and looked at my CPU temp only to see that I'm idling (1-10% load) at 45C. I have a Noctua NH-14 which was keeping my 3570K at about 25C idle. Right now my ambient temp is about 15C and my mobo is at about 20C. 45C seems way too high for my CPU to be idling at.

I've reseated the NH-14 twice and I'm using ArctiClean (and used it initially when cleaning off the old compound that was from 3570K use) to clean and prepare the mating surfaces and it doesn't seem to be helping. Is there something I don't know about the i7 6700K? Is it THAT hot of a processor? My only thought is that I've somehow damaged the cold plate by using a cloth instead of coffee filters or something. I'm using the pea method for applying the compound (which worked fine for the 3570K also). Please help. Any input or advice on the situation would be greatly appreciated.

Sounds a bit hot.
1. Is the cooler mounted well?
2. Is the case providing sufficient intake air for the radiator?
That assumes the radiator is oriented to exhaust air to the exterior of the case.
3. What is your vcore @4.6? It should not exceed 1.400 or so.
If it does, you were unlucky and got an ordinary chip.

I'm not running overclocked! It's bouncing between 1-4GHz but sittin steady at 45ish C. It's a giant heat sink, no radiator. The case is very well ventilated (evident by the cold M/B) and the cooler is oriented the same way it was with 3570K, exhausting towards rear of case to the outlet 3 inches away. I've remounted and it doesn't seem to be helping.

EDIT: Vcore is 1.131

I'm suspecting now that it must be a faulty cpu temp reading. Running prime95 it still just sits around 45C. It doesn't move more than 5C up or down basically ever. That doesn't make any sense.

I ran prime95 for 2 hours, held at at its steady 40-50C, turned off prime95, stayed at 44-46C even an hour later. I don't understand what's going on. I'm using A-tuner (software that came with motherboard) to get temp readings, I'll try CPUZ and see if it agrees with the temps.

The fans are running at 900rpm according the the motherboard, and in the right direction, plugged into CPU1 fan slot.

Intel extreme tuning utility is, reliable... It haves stress test for CPU and RAM and you can monitor with time line graph when you play games or do other stressy stuff to your CPU. You can also overclock but you may get blue screen if its under stress test. So don't overclock the CPU in real time.

Looking at your above report, where the Prime95 temps are so good, I'm betting that either the sensor isn't great (apparently they aren't that accurate at idle), or you have a BIOS setting that favors low fan speed to keep noise down.

Another thought is that the multiplier is not dropping at idle, which is another BIOS setting option.
