I need help to reach at least 50-60fps in DOTA 2 with my wooden PC

I have 30-40 fps but drops down to 20-ish sometimes. (camera and hero at the river (taking high quality water into consideration)

I notice that my fps stays at 30-33 when game starts. (creeps spawn, mid lane)

I get 60ish fps when the camera view is in a fogged area of the map. Drops down to 47-50 when game starts (creeps spawn).

I tried playing with video advance settings but basic settings fastest and best looking didn't have significant difference.

I did however increase my fps by changing the resolution. ( I want this to be my last resort because im using a 20" monitor )

My Dota2 launch options = [ -32bit -dx9 -useforcedmparms -noforcemaccel -noforcemspd ] -32bit and -dx9 are the ONLY launch option that successfully increase my fps. I ran tests. [strike]-noaafonts, -nod3d9ex, -high, -dx11[/strike] all didn't work.

Operating System = Windows 8.1 pro 64-bit

CPU = AMD Athlon II x4 640 (Propus 45nm Technology)

RAM = 3.00GB dual-channel ddr2 @ 267MHz

MOBO = GA-M56S-S3

GPU = 2047MB NVIDIA GeForce GTX750 (Palit Microsystems)

I have thunder master for gpu oc-ing but i don't really know how to use it. I tried using a safe setting I found by google-ing but it doesn't change the fps so i changed it back to defeault

I tried OC-ing cpu via BIOS (M.I.T.) using a safe setting, again, I found on google but, I experienced Black Screen so I reset the bios by removing the cmos battery. I don't think I want to try it again unless it's the only way and with specific instructions if possible. :p
