DELL 9020 Blinking Power LED when Arduino is plugged into the USB Port

I have an annoying situation with my Dell PC's
I've deployed Dell/Arduino based solution in my company. We have 25 of them in the field now. The first batch we used Del Optiplex 7010 USFF PC's. Worked perfect, now we are using the newer Dell Optiplex 9020 USFF PC's and on these new PC's I have a problem.
If the Arduino is plugged into the USB port the PC won't boot I get a blinking Orange or Amber Power button LED. If I unplug the Arduino the PC boots right up fine. I Plug the Arduino back in and all is right in the world until the unit looses power again for some reason. I have about 10-15 of the newer 9020 PC's with this exact same issue and 10 or so older 7010 PC's with no problem at all.

This is not a blocking issue, it just makes the restart procedure difficult for the end user.

Any Ideas?

I have not. I will try that, but I need the Infrastructure team to do it as the BIOS is password protected. I'll log a ticket to try this solution.

I Got access to the BIOS and No luck here. USB was not in the boot order. I tried Disabling Boot from USB, but the issue persists.
Other clues, this does not happen 100% of the time, but seems to most of the time.
It's blinking in a pattern. It's 2 - 1 pattern.
When the USB Cable is pulled the PC starts right up (no need to press the power button)

Been driving me crazy!

Any other ideas?
