I was wondering which Graphics card was better the GTX 960 FTW+ Has a base clock of 1304 MHz and the GTX 970 FTW (keep in mind this is not FTW+) Has a 1216 MHz so the GTX 960 FTW+ is faster? Which one of the 2 should I get

The GTX 970, no doubt about it.

What frequency the card runs at doesn't affect core card architecture. The GTX 970 will outperform the best GTX 960 any day of the week.
