compatible with this processor and ram?

Also what minimum psu can I use w/0ut a graphics card just on board graphics and a single hdd to test if mobo and cpu work. For example install win7 and boot up nothing else. I currently have a 400w psu

Yes but why would you pair such an expensive motherboard with such an inexpensive CPU? That motherboard is $180 and you're pairing it with a $50 CPU. Makes absolutely no sense. If you want to overclock get the 6600K. If you don't want to overclock an H170 and a i5-6500 would be a much wiser investment.

Lol i should have mentioned I am on a budget and wish to gradually upgrade in other words this is all i can afford atm and my current build is going out.

fYI the mobo is a Christmas gift
