Low CPU/GPU Usage Low FPS (Looking to Upgrade)

Wanting to build a new computer with the 4970k and finally drop my 2500k because it seems to be slacking these days. I know the 4970k isn't much of a performance upgrade from a 2500k for gaming, but I'm convinced something's wrong with my current computer, yet I can't figure out what it could be.

I play alot of MMO games and get less than ideal performance for the situation. So when I went to investigate I found that my CPU and GPU are both around 50% load with good temperatures, yet I'm only hitting around 40 fps. Example: http://i.imgur.com/i5JFcPx.jpg

All cores are around 40%, as well as my GPU, both with good temps BUT my game is running very poorly. This is the case for other, more modern MMOs.

I'm running:

Intel i5 2500k 3.3GHz (stock and overclock have the same results)
EVGA GTX 780 SC ACX
Asus P8Z68-V PRO Motherboard
Kingston HyperX 8GB (2 x 4GB) DDR3-1600
Seagate Barracuda 750GB 3.5" 7200RPM
Corsair Enthusiast 650W 80 PLUS Certified ATX12V / EPS12V
Microsoft Windows 7 Home
Asus VG248QE 144Hz 24.0" Monitor (1920x1080)
NVIDIA 358.91 Driver

Can you explain what "poor performance" your seeing? and in what games?


Stuff I found that causes problems for me:
V-sync -- turn it OFF
AA (of any variety) set it to lowest possible setting, or turn OFF

Also check to see how much free RAM you have while the game is running. is there something else thats eating ram?

The poor preformance would be the sub 60 FPS while my CPU and GPU aren't even over 50% load. Vsync is off everywhere it can be and I have AA disabled in game and in my nvidia control panel.

Edit: I'm using 6 out of 8 GBs of RAM, with nothing else really running in the background.
