Help! Don't know what gaming desktop to buy

I am looking to get a gaming desktop for my daughter to use for games and for animation, now I am personally computer ignorant so am completely lost. Basic Facts - She is 12 so doesn't do any hard core gaming yet, but I want this to last through her teens. Just bought her Manga studio ex 5 for animation so needs to have all requirements for that program. I want to stay in the $800 range, but was hoping to squeeze into that whatever drawing tablet I may need to get her (advise on that greatly appreciated as well). She is an artist so the drawing capabilities are very important on the tablet.
Please any help would be great, I have been researching but figured would just be easier to ask the experts. Thank You!
 
If you are not adverse to refurbished, this Refurbished Dell Precision T3500 Workstation might be a very good option, it's price is very good for the hardware installed (the graphics card alone is currently over $400 new and was over $800 when released).
For a digitizer tablet, I'd suggest the Wacom Bamboo Splash as being a good option
