2 R9 280's Better Than R9 290X?

It depends on the game and its settings. I would expect the 280s to have slightly better performance in games that scale well with crossfire. The R9 280/ HD 7950 has aged quite well and still gives pretty good performance.
If you already have a 280 and your system will support crossfire, adding another would be a great way to boost performance on a budget.
