Listed on my computer when I go to properties, it says that only 6.98 GB of my 16.0 GB RAM is usable, does anybody know why this is?

I checked my bios and it listed that I had 16 GB RAM, so I'm kind of confused. The RAM I have is the Corsair Vengeance DDR3 1866 MHz 4x4GB.
Here is my Physical Memory in task manager, it says the total RAM I have is 7148 MB which equates to 6.98 GB RAM.

In conclusion, my system is not using the RAM available in my computer and I need help to fix this!
