Memory recognized but unused after motherboard replace + Windows upgrade

Sorry about the maybe wrong tag but we have a double problem: main problem appeared after replacing a motherhboard and upgrading from Windows 8 to Windows 10, so we don't know what caused main problem.

Our issue is next: Windows recognizes the system has 16GB RAM, but only 3.97GB are usable - on Windows properties it says: "Installed memory: 16GB (3.79GB usable)". Current OS is Windows 10 x64.

The computer has been working perfectly and using its 16GB for a year with Windows 8.1 x64 and an Asus M5A97 LE R2.0, then the motherboard failed and we installed a Gigabyte GA 790A-DS3P Rev 2.0, and after the first reboot the Windows 10 upgrade process launched.

Now we don't know if the RAM issue began after the motherboard replacing or the Windows update.

Other parts of the PC are:
* AMD FX8350
* Nvidia GTX 560Ti
* GSkill Ripjaws X DDR3 1600 CL7 4x4GB

It finally was a physical problem: some module was probably poorly-plugged or maybe some dust was on the channel, and the physical problem left the modules recognizable but unusable - awesome. Un-plugging the modules, cleaning the zone again with compressed air, and re-plugging the modules, and repeating the process several times finally got all the memory usable.
