Can a AMD FX-4350 (Quad Core) clocked at 4.2 GHz handle a 4GB 970 or a 4GB 960? Also should I go for the 4GB 960 or 4GB 970. I will be playing games like Fallout 4, CS:Go, Ark Survival Evolved, Gmod, I will also be recording and editing games and films. I will also be doing Graphic Design on this.

The 4350 will not bottleneck a GTX 960 at 1080p resolution or above . Not even close .

But if you wish to stream or record then the added load is going to benefit from more cores .
The FX 8320 is the chip of choice IMO [ if your mb can handle a 8 core ] . Once you OC it to the same level it will be literally twice as powerful as your current cpu

Handle it in as will it work? yes. But that CPU is going to bottleneck it quite a bit and some games even if you turn the graphics down will stutter as the CPU struggles to keep up. Recording games on top of that will drag it down worse. Graphic Design and Film editing on it will be slow as well, encoding film probably painfully slow.

That processor is very entry level, its for very light gaming and basic computing tasks.
