I would like to build a computer that will allow me to use Microsoft Office & browse the internet with ease. I don't plan on saving a bunch of data either. I do not plan on gaming or anything intensive, except using office and maybe 7 tabs in a browser at once. ( if you call that intensive, lol) obviously the cheaper, the better.
 
Solution
Your key performance item is to use a ssd.
It makes everything so much quicker.

Past that, a inexpensive Gxxx or I3 is all you need.
2 x 4gb of ram is sufficient.
Plan on using integrated graphics.
It will probably be cheaper to buy a refurbished or off-lease office system unless you have access to a very cheap Operating System through school.

Slapping in another 4Gb would make me happier about your Windows open. The key to marvelous is the SSD for OS and applications.
