New GTX 750 TI SC, terrible performance in games.

I just recently got a new GTX 750 ti SC. I'll post my computer stats below

My problem is that in newer games such as Arma 3, and even on lowest settings, I'm getting fps in the low 20's on in some situations, even with updated drivers for my gpu. My friend has the exact same card and cpu running at a higher resolution than me, and he gets about 40 on average while we're playing on the same servers, so I can't really put my finger on what's going wrong here. Any feedback/help would be greatly appreciated, as at this point I just need someone else's opinion.

Arma 3 is extremely cpu intensive and requires alot of tweaking to get reasonable frame rates. I have an r9 390 and I average are 35-40 on multiplayer. I wouldnt say its necessarily a problem with your card. Arma just likes beefy cpu's more than gpu's.

Edit: Also, your framerate depends heavily on the server you are playing on too.

I'm thinking it's the servers. I forgot to mention but I get a constant 40-50 fps on ultra on singleplayer, yet on a wasteland server I was playing on earlier I was down to 20 on low. I guess I'll just have to find a server that doesn't lag me out and hang with it. Thanks for the response :)
