There's no guarantee mixing RAM from different packs will work, even when you use the exact same models.

Section 6 of the Tom's Article "The Most Common DDR DRAM Myths Debunked" goes into the details of why Mixing RAM isn't a good idea: http://www.tomshardware.com/reviews/ddr-dram-myths,4155.html

Would you mind telling us the exact make/ model of all the RAM, your CPU, and your Motherboard? We'll need to know a bit more about your hardware before we can give you accurate advice.

motherboard is Asus AM3+ M5A78L-M/USB3
CPU = AMD FX-8320 Processor - Eight-Core, 3.5GHz, Socket AM3+, 8MB L2 Cache, 8MB L3 Cache - FD8320FRHKBOX

RAM= 2x4GB kingston model unknown....... 2x8GB = kingston Hyperx Fury model = hx318c10fk2/16

and it is a 32 bit windows version

You must install 64bit version of windows to allow the use all your memory, windows 32bit is limited to 4GB of memory address space so every device with memory has to have an address so that is why you can only use 3.25GB of Ram because video cards and pretty much everything else has memory that takes away from the 4GB of addressing space..
