UPDATE: I just installed and played Rainbow 6 seige and it runs perfectly at 60fps. The issue is clearly that of Fallout 4. Given so many others have issues with it's optimisation, I will just wait for an answer to emerge. It just bothers me given people with similar set-ups are able to run it fine.
I just did my first build about two weeks ago and I couldn't be more disappointed. I specifically built this desktop because I was unsatisfied with my average 30-40 fps at low settings (like 18-20fps when indoors with a lot of lighting) in Fallout 4 on my laptop. After talking with some friends who have similar builds, I was confident with their help I could do the same.
My build:
Windows 10 64-bit
MSI GeForce GTX 970 4GB
MSI Gaming 970 Motherboard
AMD FX-8350 8-Core 4.0 GHz Processor
Corsair Vengeance Pro 16GB RAM
Samsung 850 EVO 250GB SSD ------------------ I run my operating system on this
WD 1TB HDD ---------------------------------------- My games (and everything else) are on this
EVGA 80 Plus Bronze 600W Power Supply
MasterCase Pro 5 Mid-Tower Case
I have an ASUS 24" monitor running at 1920x1080 60Hz connected via DVI I believe (Or an updated VGA, I'm not sure what to call it but its not HDMI) and I have a 32" Sony TV running also at 1920x1080 hooked up via HDMI. Although I don't think this is important, I'm desperate to fix this issue so I'm including everything I can think of.
Fallout 4 Runs just horrible. I average 45fps outdoors, and hit 30-28fps commonly. The only time I hit 60fps is either in loading screens or in small (indoor) locations. Other games, such as "Next Car game" run exactly like they did on my laptop (around 30-40ish fps). My labtop had an Nvidia 755M which is equivalent to a GTX 550 from what I gather. I would think a GTX 970 would do better lol
A friend of mine who did a build about 8 or 9 months ago also has a GTX 970 and AMD FX-8350. He runs Fallout 4 at 60fps, lowest drops are at about 48fps. The only difference is that his GTX 970 is EVGA and mine is MSI. He runs what GeForce Experience Optimized it for: Ultra with some minor tweaks.
Main point is: Fallout runs like shit. I can't stand it anymore. The worst part of it all is that if I adjust my graphic's settings, they clearly take effect, but my fps DOES NOT CHANGE. I will save in an area where I am steadily getting 28 fps and load after I change my settings... nothing. It stays at the same 28fps. I notice this in all games. It seems like they are locked in at random fps. The graphic changes are very clear and are taking visual effect, but once again do not effect fps.
I have attempted a complete uninstall and reinstall of my GeForce Drivers.
I have changed my power settings from "adaptive" or "balanced" to high performance in both Windows and the Nvidia Control Panel.
I Have changed my Vsync settings from "On" to "Off" to "Adaptive" but none make a difference.
I can't remember what else I've attempted at the moment...
Please, I am close to throwing in the towel on PC gaming. All of this money and I struggle to get 30fps
If there is ANYTHING else I should include, I will do my best to present it.
