Upgraded PC, now it doesn't boot.

I bought a new i7 4790k, paired with a new Asrock Z97 Extreme 6, i reused my Corsair XMS3 8GB (2 x 4GB) DDR3-1600 Memory from my old parts and also reused my MSI R9 270. I also bought a new EVGA Supernova 750W PSU for it. After i'm done installing everything, i tried to boot it up, but instead it gave me a led blinking 00. I searched it up and found out it was something with my CPU, i double checked my CPU, the power cords, made sure it was all nice and tight, reinstalled thermal paste, looked like it didn't work. When I turned on my PSU switch (The one on the back), it just kept blinking "00", the fans were working, PSU fan, case fans, GPU fans, CPU fan was also working. I've also searched up if my RAM was in the ASrock supported list, turns out it wasn't. Does this mean its my RAM? if it is, then why is the led blinking towards my CPU? Btw, Im using a hyper 212 evo too. If it is my CPU, how do i know if its dead or alive? I need quick answer, thanks.
 
Solution
Two problems with one build, it's not your lucky day (month)! Don't let this discourage you from future builds however (perhaps try buying from another shop in the future though).

Glad you figured everything out and hopefully you can get a suitable replacement for your PSU!

I would re-mount the CPU itself by physically removing it from the socket. While its out you could inspect the CPU socket pins on the motherboard for damage (I usually take a high res photo with a phone and zoom it to see better).

If no damage is seen, re-seat the CPU, close the latch making sure the CPU remains in its socket, re-attach your heatsink (recently fresh thermal paste should be fine to re-use). Plug in fans etc..

Ram most likely is not the issue.

Did this about 2 times already, I looked at the socket, plugged in all my fans again, but it keeps giving me the blinking led that shows "00". I've heard people say to clear the "CMOS" but i have no clue what it means, but they said its something to reset something and it usually solves the problem. :/

All pins were fine, just checked it, 2 times already, how do i know if my CPU is doa?

Hmm, is the mount for your hyper 212 solid? CPU's need to be pushed down pretty good to make contact with the socket, the CPU mount may not be providing enough pressure by itself, especially if your hyper 212 is not firm.

Do you have another CPU you could test in your setup? Or another setup you could test your CPU in?

Hopefully your CPU is not doa...

Sadly no, i have an AMD Mother board and an AMD FX 6300.

it should, coz the force that you need to push down the metal thingy takes a lot of force,

UPDATE: I tried to "jump" cmos, removed the battery, still no budge, so is it a DOA cpu in the end?

Literally just had this problem, but I know the solution. One big problem is the 4790k Devils Canyon doesn't have support for older mobos, you have to update your bios according to whatever it says for this CPU to work on your computer. I don't have another processor that's 1150 socket so I can't update mine sadly. But I found someone who will do it for $20 tomorrow ☺

Yeah, i was thinking of that too, but do you think theres a probability that the bios might be the main problem?

UPDATE: I have looked over ASRock's website on the CPU list, indeed, my i7 4790k is in that list, but i looked over at the "Since BIOS", it told me it required "P1.30" I have never updated a mobo before, but if this is the case, how on earth am i suppose to update it

Can you elaborate this please? I'm no professional computer person, say it is because of my BIOS version, how am i suppose to update it if i can't even boot up the PC?

I just want you to know, that I came from an AMD setup, my hard drive still has windows, blah blah, do you think that might be the problem? but I think its unlikely as it displays a debug error to my CPU.

Not thats not the problem the system should still power on
If it says that the cpu is supported from a certain bios version than you should try updating it

So, heres the final thing i tried, i tried bench test, removed the components outside the case, tested it again, same thing "00". I used my CX500M PSU from my old parts, the psu doesnt even turn on itself, Oh Well, i guess im on the last edge, gonna remove the cpu cooler and everything and check for a bent pin. I switched the ram sticks, took the GPU card out, no budge.

UPDATE: I was at the edge of my part, until i actually removed my CPU, and Im still not 100% sure but I saw a "bent" pin, i will be providing photos but PLEASE keep in my mind that I don't have the best camera nor im the best photographer so IT WILL BE HARD TO SEE, in fact it might not even look like a bend but heres the photos:

bump....... also is it normal for the PSU to be ticking? when I tried to test my 750W PSU on my older setup, the PSU just started ticking, and every tick, the CPU fan would stop rolling and then it'll start to roll again.

So.. in the end its actually the motherboard, not the CPU?

Bent pins stick out like a sore thumb, that's exactly what it looks like, even on the blurry picture. If the pin is not contacting the area of the CPU it was intended to contact, it's going to cause issues (like you are having).

I would look into replacing the motherboard. If it were me, I would attempt to reposition it (which will most likely void your warranty). Hopefully your CPU was not damaged because of this.

Me too :(, hopefully when I check in some computer shops today, they'll have some extra spare parts lying around that I could use to test my components with. I'm really scared about the RMA and stuff, I heard newegg is really strict about it :/, one more question, everytime I boot up my PC, my PSU is making some ticking noises, here's a video:

Well, i don't even know, I went to a computer shop today, I asked the guy to checked on my components, he said that the motherboard had bent pins, so he fixed it, i went to the shop, he said it only took him about 10 minutes, and he even SHOWED me the BIOS menu, so that means everything is still working, then, once I payed him, went home, feeling pretty damn happy, plugged in all the parts, and guess what? I'm back with the same error, I think i'll just give up..
