Questions about installing the dust filter

I have the Thermaltake Versa H22 ATX Mid Tower Case and i'm thinking about getting a dust filter for the top of the case, but i don't have fans for the top. So i would like to know if it is ok to use dust filter without fan. Would it increase the temperature? Thank you

Your plan will not work.

You want the dust filter to be in front of your intake fans to do any good.
Find a way to put one in front of your two front intake fans.
I do not know if your case has such a provision.

Keep only a single 120mm exhaust fan in the rear to direct the airflow.

Do not add any more exit fans or they will draw in unfiltered air defeating the dust cleansing positive pressure airflow.

Well my purpose is to not let dust or hair get into my case as long as it doesn't increase the temps

I think it is OK to install a dust filter even without intake fans. I have done it on my system to keep cat hair and dust out of the case. On the side panel where there is space for 2 fans, I was getting lots of hair inside, so I bought some mesh-like fabric (a little tighter weave than window screens) and taped it onto the inside of the panel. Even without intake fans, the action of the exhaust fans is still drawing air (and hair/dust) into the case. It works for me and my temps are fine. Try it.
 
To keep a clean case, you need a positive pressure setup.
That means that ALL intake air comes through one filtered source.
Let the air exit where it will.
That way, no dust or cat hairs can enter the case.
One mistake is to use a strong exhaust fan.
That will draw in unfiltered air from other unfiltered openings.
