Hello there, here there is my PC config (1300 budget):
CPU: Intel Core i5-6600 3.90GHz Quad-Core Processor
CPU Cooler: Noctua NH-U12S 55.0 CFM CPU Cooler
Motherboard: Asrock H170 Pro4
Memory: Corsair vengeance LPX ddr4 8gb
Storage: Samsung 840 EVO 120GB 2.5" Solid State Drive
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: MSI GeForce GTX 970 4GB Twin Frozr V Video Card
Case: NZXT H440
Power Supply: EVGA SuperNOVA GS 650 fully modular atx (is enough 650W ???)
Optical Drive: Asus drw 24 b1st DVD/CD reader

What do you think? What do you think that i could change? Best monitor for this config?

It won't crash. 60 Hz means that monitor refreshes at a frequency of 60 Hz. Same goes for 144 Hz. If your fps goes above the monitor refresh rate, you get screen tear. Same if your fps goes below the refresh rate.

Hz is the unit of measure of how many times the screen can refresh per second. 60hz is roughly 60fps, 144hz is 144 per second.
Tearing doesn't have to occur at lower frame rates, so having a fps of 100fps on a 144hz monitor you probably won't notice, but having at least 144fps is optimal for the best viewing experience.

Tearing occurs when too many frames are being sent to a monitor per second which causes frames from two different rendered scenes to be displayed which can cause tearing. To visualize this, think about watching a movie or video and what is shown at 1:23 and at 1:24 was shown interlaced together. You would see things all messed up and weird. That can happen if too many frames are sent, however you will not see that at 145fps you probably wouldn't see it at 200fps with a 144hz monitor.

The faster refresh rate does make the picture more seamless for your eyes and helps keep your screen showing the most up to date positioning on where enemies are in games.
