Firstly, upgrade your RAM so you have a total of 8GB, 4GB isn't enough these days. If that doesn't help very much, you should get something like an i5 4460 and a matching socket 1150 motherboard. Your PSU is an unknown brand which could also cause issues, consider something like the EVGA G2 650w.
What are your CPU and GPU usages while playing?

You're probably looking at a new CPU and motherboard. You have an old LGA1156 board that doesn't give you any great upgrade options. You could upgrade to a Lynnfield i5 or i7 (Core i5 7xx or Core i7 8xx) but those chips are getting long in the tooth, and I can tell you from personal experience you would have to get a pretty heavy overclock on them to avoid bottlenecking a GTX 970.

How much money are you willing to spend? In addition to a new CPU and motherboard, you also should upgrade to at least 8GB of RAM. 4GB is below minimum for a lot of newer games, and you'll run into a lot of performance problems with only 4GB unless you're really good at trimming the fat out of Windows and other background processes to maximize what you can use.
