GPU temps reaching 79.. too high? How to keep lower without reducing settings or constantly having a roaring fan?

My GPU (Powercolor 280x) temps are going up to 77 and even 79 degrees (Celsius) when gaming in GTA V. I haven't seen them go
higher than this though they also start dropping right when I switch out of the window (say, into Speccy to check the temps). Isn't that pretty dang high? And I'm worried it might go higher. (I'm not lowering my graphics settings, just a disclaimer).

What can I do to keep the fan from going this hot? I know I can set the fans up in MSI afterburner but I don't want them constantly up and loud, so is there a way I can set the fans to automatically speed up before 79 degrees and also how high is that? (too high?)

I have a reference R9 290X which will happily get up to 90c before the fans seriously kick in on the default profile, so 80c isn't going to cause much issue. Noise is something you're going to have to live with if you want your card kept cool (I ramp up the fans quickly from 20% starting at about mid-50s), or you could invest in an aftermarket GPU cooler of some variety if your GPU is supported by one of the options out there.

use msi afterburner. go to settings. go to the fan tab. enable user defined fan controls. drag the squares to where you want them.
