What is better amd fx 6300 or intel core i3 4170 for gaming with a gtx 750 ti

I would go with a skylake i3 if you can (i3-6100) z170 or h170 motherboard it would allow you to have DDR4 support and a better upgrade path with it being a brand new socket (1151) and a Skylake build is going to be nearly the same price, but if you don't then still the i3.

You can buy a board as cheap as $30 and $30 for 8 gigs of memory for haswell... That's not even close which is cheaper for skylake or haswell for budget systems

the only reason why I suggested it is if he wanted to upgrade later would probably be the better option. Haswell is perfectly fine for gaming though Skylake just offers more features on their motherboards cpu improvement is only about 10%.

Dude if you buy i3 4170 dual core cpu in 2015 for gaming when games are starting to become a Quad Core standard you will be upgrading your cpu as soon as the next game you want to play have a Quad Core standard the fx 6300 is not a bad cpu at all I say go with the fx 6300 over the i3 4170.
