Bad frames on what i thought was a decent gaming pc

I just got my new gaming PC built a couple months ago and last week i was playing fallout 4 at a steady 60 fps with the occasional dip to low 50's.

The next day i got on and was getting max 30 fps and an average of 20. i went to play some other games and found that they too are now getting bad frames. e.g cs go was getting steady 60 but now getting around 40 - 30 frames.

Games like armor 3 and fallout 4 are recommending ultra quality but are getting 30 frames (fallout 4) and 5 frames (arma 3) on all quality settings from ultra to low

Specs
i5 4460
gtx 960 2gb
8gb ram

Solution
It sounds driver related to me. Just because they are up to date, doesn't mean they are the best ones.
Think. Before you had this problem, did you update anything? I'm thinking a driver update was released & still reqiures tweaking - happens all the time. Uninstall your display driver & reinstall the prior one.

Hope you didnt read that you might get paranoid i really need to read what i type
I dont think that is going to work i mean arma 3 on low settings the game is rather low on requirements wait checking this again you mean to say you get 30fps on fa4 and 5fps on arma 3 when you reduce the settings? Wait let us check clear this up

If you are having playable fps on most games that is 30+ the 960 is perfectly capable of playing fallout 4 on high so you might wanna clean your pc of the dust it accumulated. Anyways here is a link

http://www.eurogamer.net/articles/digitalfoundry-2015-the-best-pc-hardware-for-fallout-4-4023

Possible Solutions
Dust Accumulated - Check it if yes clean it
Geforce Optimized Driver - they usually release it for the game makes it better
Let us know your resolution so we have a better idea
Psu watts - ?? so we have a better idea
Patches - ok i am not really aware of whether fallout has or not but make sure yours is updated they usually have fixes for this and that

Out of all these
Patches and driver are like optional unless of course the game is badly optimized or your geforce driver is rather old

But if your pc is having fps issues on the lowest settings please post back and we shall get to the paranoia part.

Have your tried playing on low settings? Set the game to low or medium settings and see if your FPS goes back up.

I have just recently cleaned my computer for dust so that's not the problem

My drivers are all up to date and I have already disabled auto drivers

My psu is 550 watts and I am playing at 1020x1080

This isn't just a problem for fo4 all my games are experiencing terrible fps changing from low to ultra barely makes a difference with low getting around 10 frames more so 30 - 40

I don't want to be playing on low settings though because my pc is clearly capable of playing on ultra settings at around 60fps because that is what I used to be able to do before whatever happened to it

Yeah that's why whenever I can I keep all my original drivers in a folder. Makes rolling back simpler.

I didn't download anything before the computer slowed down and I have disabled automatic driver updates

You misunderstood me. Lowering the video settings is just a way to troubleshoot. I'm not saying to just play on low and deal with it. If you set it to ow and your FPS goes back up you know it's a GPU issue.

First thing that came to mind was a bottleneck, but then I remembered you had an I5.

550 watt power supply
GPU at 62 degrees with 5 % usage
CPU around 30

Update: just turned the GPU fan speed up temp now 31

also not sure if this means anything but when playing fallout 4 all my CPU cores are at 100%
even on csgo cpu usage is jumping from around 70 to 100%

Check GPU temps on load (during games), not idle. That's when the real temps show up. Also keep GPU and CPU fan at 100% (you can use Speedfan or some other software).
If your CPU usage is high terminate any background tasks like antivirus etc. See if it makes a difference.

No background Tasks and CPU is still maxed at 100%
GPU temp just under 40 with fan on 100 %
CPU 35 degrees

Well at least we know it's not the temps. Hopefully somebody can help as I have to go to bed. Good luck!

What's actually using the CPU %? Whatever game you're playing at the time will obviously use some, but is there anything else that's showing high usage, that should be? Sometimes all that can fix it is a clean install, but that's obviously once you;ve exhausted all other possibilities.
