New System won't start with both Ram sticks

Hey my new system is not booting up (as expected first try) and I was wondering if someone could say why. thanks.

First off this is my computer:

Second, after putting all parts together the computer would not boot and just gave 5 beeps before turning off and turning itself on again. then I took out one stick of ram and it booted up so I thought It was the ram. But I moved the stick I knew worked to the second slot and it did not boot up. Does this mean the motherboard ram slot is bad? Ive tried taking the ram out and reseating it multiple times so I don't think its just not plugged in properly. Thanks.

Oh, and if it matters windows is not installed on the hard drive yet. the Iso is on a flash drive and its booting from there.

Yep, if either one is in the first slot but i dont plug anything into the second then the computer boots up fine, if I plug anything into the second it doesnt boot up. Any way to narrow down which one it is? Or do I just need to send one back and get a replacement and hope it works out?
