What chipset drivers do I need to install the MEI or the chipset installation drivers? Or I need both?

You want to run the Intel INF Chipset installation and the Intel MEI so you need both.

The Intel MEI handles a lot of boot process and sleep/hibernate functions. Even if you don't use sleep/hibernate you still want the latest drivers in for the best stability as it is still used in other tasks.
