So I currently have a gtx 780, i7 2600, 12gb ram and I'm thinking of upgrading to a i7 4790k. I think this link works. I'm getting 200 towards a new card when I sell the old parts http://pcpartpicker.com/user/decox/saved/kMJ323
Edit: I plan to use this build for streaming and playing games so should I also throw in a streaming card or something to take off the load?

Solution
I'd use a more powerful cooler. The Cooler Master is a great budget unit, but you may need more if you have an average CPU in the silicon lottery. something like the $40 Cryorig H7 would be fine, and a Noctua C14 if you want a great overclock. The other stuff is decent.
I don't think you will need a streaming card. I did a test with x264 faster and other settings on OBS with my Xeon 1231v3 which is weaker than the i7 4790K and it got 60FPS, no dropped frames and no High Coding.

Better motherboard power phases for improved overclocking chances and about the same price.

ok, and is there anything that you would change to make it better?

The C14 is sub-huge because it is a downdraft cooler, but yes, that's what it takes to cool an overclocked i7. The 212 EVO is merely big, huge is another size up :). You could slap a full height fan on a RAIJINTEK Pallas. It's a very stout budget cooler, made better by a 25mm fan.
