So my computer specs are
CPU - i5 4690k @ Stock
CPU Cooler - Corsair H100i
Motherboard - EVGA Z97 FTW
GPU - Visiontek Fury X @ Stock
Memory - 2x4GB ADATA 1600mhz
Drive: Samsung Evo 850 is being used to run everything
OS: Windows 10 64 bit Education Edition(This came from dreamspark, no idea what the difference between this and basic is)

This is a fresh build, with all drivers automatically installed by the OS.

For the sake of my benchmarks, I restarted my computer and killed every process that wasn't a windows process. My CPU Usage at the time of running these were around 0-3%.

This is my Firestrike 1.1 Benchmark
http://www.3dmark.com/fs/6701951
A physics score of 7000, which I can't help but notice is very low compared to the average score of everyone elses being 9000 @ 3.50Ghz(Stock)

I also ran Cinebench R15 which netted me a score of 550.
Which is short of the 590 @ Stock shown here:

Or here

Did I get a garbage bin 4690k?

My temps never exceed 45C for both the GPU and CPU while doing any of these benchmarks, the first time I ran them with afterburner.

Solution
I don't think you got a garbage cpu at all and binning has to do with other things. If you look at your scores you seem to be on target. I compared 3 scores, yours at 12085, another user at 12875 and one at 13519. Most everything appeared to be the same but the physics scores are off. The two higher scores had 16gb of ram vs your system with 8gb. Also if you look closer into their cpu info, they're overclocked and you're not.

All the scores say 3.5ghz (because that's the base speed of an i5 4690k) but under the processor tab of the test results, the score with 13519 coincidentally also was clocked to 4.49ghz. The next highest score I compared, 12875, was clocked at 4.29ghz. Your cpu is clocked at 3.89ghz. Higher clock speeds will...

I don't know much about the fury X but I do know having the OS install everything automatically is not the right way to do it. You're going to have to put more effort into the installation process then that. Installing drivers from their corresponding websites individually to make sure you have everything needed.

Besides that, you'll need the correct drivers, not just the latest ones. Some drivers are unstable and can lead to bad scores.

Do some reading, do some research. Keep trying.

Alright, I'll go and download all the drivers the motherboard is supposed to come with.
I'm assuming I don't need to download the drivers from intel's website correct?

Just downloaded all of the appropriate drivers the motherboard provides.
-Realtek Audio
-Intel ME
-Intel Chipset Drivers
-Intel Sata Drivers
Graphics card drivers are up to date as well.

Restarted computer and ran benchmarks again.
No change :/
CPU is a possible binned one? Or something is wrong with the motherboard

I found another user with only a slightly higher score, they too were at 3.9ghz but considering their score was closer to yours that slight difference could be attributed to motherboard differences or ram differences. Their system info version was also slightly different and they too had 16gb of ram. Seeing as how your score says it's better than 91% of all results, doubtful anything about it is garbage. Even though the system configurations may be close, all 4 scores I checked were different and all 4 systems were different in at least one way or another.

I actually started running all these benchmarks and testing everything because of my low performance in FO4
While playing
Fallout 4 @ Ultra Preset
I cant even manage 60FPS, my system's getting around 50ish average, even though according to benchmarks I've seen:
http://www.overclock3d.net/reviews/gpu_displays/fallout_4_-_amd_vs_nvidia_performance_review/6
I should be averaging 94 @ 1080p Ultra Preset

So I'm currently under the assumption, that my possibly binned CPU is bottle necking my GPU, since CPU usage hits 70-90% and GPU usage never surpasses 40% while playing FO4

Interesting, so their CPUs are actually overclocked. I didnt notice that :O
So that solves my low physics score performance in Firestrike

However what about my Cinebench score?
In that scenario I'm comparing stock to stock, does the motherboard or ram play that big of a difference?
