I want to make this way cheaper but maintain about the same performance

start with using the stock cooler. Then drop down to a i7-4770 (not K). Then use a cheaper Z97 microatx motherboard (you only have one video card, don't need full ATX with SLI capability). Ditch the $115 case and use a $40 cooler master.

No need for thermal paste . After market one comes with one . I highly recommend the nzxt s340 case instead of the h440. Its less money, I have it and it's awesome . As for the hdd , get western digital ,not Seagate . WD is better , it's been around longer . 16GB ram is plenty , don't need anymore . Uh the psu . Go towards 700watts or more . Don't go with a cx series . It's poor quality . Don't have to spend a lot on the motherboa4d . Gigiabyte is better than msi. And if you want to sav e more than choose an I5 .

Ok........I've ended up making it better, for the same price......kind of similar, right? lol.

Go to Skylake. Look longterm, not 'marginally' cheaper today.
Use stock cooler, scrap the aftermarket cooler & unlocked CPU.
I've gone with a cheaper mobo, but H170 chipset & included 16GB DDR4
Go with the N200 case, save $70 or so.
Do not rely on the CX line of PSUs. They're no good. I've included an EVGA SuperNOVA B2 Bronze. While it's slightly more money, it's significantly more power & better quality.
Use Windows 10 Home to save a couple of bucks.
A Samsung 850 EVO is slightly cheaper (and a better performer)

Performance would be better. Better suited for long-term, and it's the same price, yet includes DDR4 RAM at $75.....so essentially it's $75 cheaper.

WIth a single, efficient GPU and an intel CPU, anything over a quality 550W PSU is probably a waste.
