Here is my build.

My PC never skips BIOS before loading into windows.

(Example of what my BIOS would look like Asusz170, not my own) https://i.ytimg.com/vi/ldcz9xzWa58/maxresdefault.jpg

When I get into the BIOS screen, in the bottom right corner there it says 1 SSD(my OS) where it gives four options in the image. I click, drag whatever it tells me to do. Then I go into boot menu (right at the bottom of the image) and I see my SSD and my 2nd SSD. Now the 1st SSD is first, and thats where my OS is located. I click it, and only then will it load to Windows. Sometimes one click isn't even enough, sometimes the first click reloads me back into my BIOS, sometimes I click the 240GB SSD and then it loads. The maximum tries it ever took me was 3 tries before finally going to Windows.

Solution
disconnect all the drives except the boot drive .
Have it connected to the lowest numbered SATA port [ usually 0 , but maybe 1 ]

Boot a few times .

Try updating the BIOS to the latest version , even if you already have the latest version

then reconnect all the other drives
