CS:GO fps drops, and low fps generally

Hi guys, i recently started a pc upgrade, because i was having low fps in CS:GO, and the only thing i have from my old pc at this point is my Corsair 750W PSU, and im still having fps drops all the way down to around 80 sometimes, and never running steady at 144, which would be really great, since i bought a 144hz monitor...

This has been bothering me for a while now, and i have talked to a bunch of people and scouted through around 30 forum posts for a fix.. and i did 2 fresh reinstalls including Windows 10, and now back to Windows 7.

New setup:

Windows 7 Home Premium "Fresh install"
Samsung 850 EVO 250GB SSD
EVGA GeForce GTX 970 4GB
Corsair Vengeance DDR3 1600MHz 8GB Kit CL9
Gigabyte GA-990FXA-UD3, Socket-AM3+
AMD FX-8350 Black Edition, Socket-AM3+ "Stock Cooler" Max 70 Celcius
Corsair HX 750W PSU
Corsair Carbide 100R Silent Edition

Two things.
1. 80 fps is kinda high
2. A 144hz monitor is not called "144" monitor because it give you 144 frames. The 1440hz monitor makes the whatever you are playing look more smoother, pleasant, and better overall

Disabling it kills my fps totally, Enabling is the result im referring to.. Tried about every setting tweak you are gonna recommend probably. including about 10 launch options.

Refresh rate is amount of times a display refreshes to show a new image. The unit of frequency is Hz (hertz). Therefore, 144Hz means the display refreshes 144 times per second to show a new image and 120Hz means the display refreshes 120 times per second to show a new image

And im a competitive CSGO player so having a decent build isn't enough, it has to be running 110% or else its useless to me, not because im picky.. But because it gives me a competitive edge.

Hmm yea its weird, your setup should have no problem running CSGO 144fps most/if not all times without drastic drops to 80, 80 is is pretty low considering your gear.

Maybe CSGO had an update to interfere?

Maybe try fiddling with priority settings and affinity. How many cores does CSGO use? maybe look into it and force by unchecking the cores on your cpu under affinity, perhaps find out which cores CSGO is designated for (which im not sure of) and only have those checked. Just things to try.

Also look into CPU core unparking if you haven't looked into it, but knowing you're a competitive gamer im sure you've already looked into these things or suggested already by your team mates.

I tried unparking it a while back, that didn't help, and i tried underclocking a bit just incase my cpu was getting too hot, aswell as disabling some cores to not overstress it..

I meant if there was a bug in the game or software/drivers causing conflicts with some of the cores, i didn't mean in regards to stressing, CSGO isn't that demanding.

If you have the latest nvidia driver I'd look at going back to an earlier release nvidia driver. Also check out Geforce forums, CSGO is usually a hop topic there on performance issues.

Have you tried Geforce Experience? Maybe give that a go, it might adjust a setting you might not look at in game. Even try changing shadow quality, its been known for drivers to break shadows like was done in FC4.

In Nvidia CP, setting to prefer max, single monitor and leave Vsync/adaptive off.

I underclocked it to 3GHz coz it seemed to do me a bit better on the heat, and the temps are taking after a game
