Best Blue LED CPU fan ?

Hello there!

I am looking for a good Blue LED CPU fan that can keep my Intel I7-4790k 4ghz quad CPU cool in my MSI gaming 5 mobo when doing some over clocking. Its a gaming build and newegg is recommending I get:

For what I'm looking for, is it normal to have a cpu fan that doesn't face the case window and uses the 'heat pipes' to cool the cpu? Ive never done over clocking and I dont want too get to crazy with it, I've never used a cpu fan that didn't point right at the case window like the stock fan that comes with it cpu. Please someone educate me!

Also what thermal paste do you suggest?
