Needs OS, monitor, mouse and keyboard. The CPU can be overclocked to at least 4.2Ghz on the stock cooler. I have two of them, one got to 4.2 the other to 4.5. Be lucky.

The system above will do 720p easily. 1080p high is possible, but in congested maps and with 64 players, you are going to struggle.
