My room mate has 1/2 the specs I have and he gets perfect frame rate on ultra with games like smite, battlefront, planet side 2

Everything is brand new except the Hard Drive - 1tera, kinda slow on login to level out.
Is it because he has a 13 inch screen on a laptop? Alienware? And I have 2 screens 24' & 27' ??? WHY AM I GETTING 60FPS SOMETIMES AND 25 - 40 DURING ACTION???
