After installing windows 8.1, i cant access my previous drives

i decided to re install fresh windows 8.1 from my usb drive again while keeping my previous partitions, then in the windows installations menu, i deleted the system reserved partition and my C drive. and created a new drive and installed my windows.

Now unfortunately my other drives are not opening in my windows. the drive labels and data is intact as i can confirm from partition tools

How can i solve this issue. any insight is appreciated.

I'd recommend you to go to Disk Management and check if and how all your HDDs are recognized there. You should also boot into BIOS and check if the drives are detected there at least.
Another thing you could try is resetting BIOS from within. Here's a tutorial that can help you with that: http://www.wikihow.com/Reset-Your-BIOS
This, however, will get your BIOS settings back to factory defaults, so you'd need to reconfigure them after the reset.

If that doesn't help, try updating/reinstalling the SATA controller drivers from your laptop manufacturer's website.
