A buddy of mine bought a m.2 250gb 7850 EVO ssd off of craigslist. His mobo has a m.2 port, but hew could never see it in anything except bios. It also made his bios take 5 minuted to go to setup. I offered to take a look at it, and since my computer doesn't have a m.2 slot, I bought an adapter for it to get standard SATA ports for it, since it isn't a true pci-e drive, and uses SATA instead.
On my first boot, bios also took about 3 minutes to allow me to go into setup, but it also shows up in setup correctly. Restart, and after 3 minutes windows boots on my primary ssd, However, whenever the drive is connected my HDD activity light stays on constantly, and it shows up in Device manager only. At one point, Disk management gave me the option to initialize it, but that lasted for hours and nothing happened.
I booted Linux and tried gparted, but it doesn't see the drive at all,

Did he get scammed? The guy said that he had 3 of them in a RAID array. Is there anything I can try?

EDIT: Forgot to mention, the drive does get hot, so something is going on.

M.2 Adapters can be twitchy and I've see a lot of times when they didn't work with a certain drive. However the SSD could also be stuck in a busy state, which would explain the HDD activity light being stuck on. If you had access to a PC-3000 with SSD add-on it might be a quick fix to make the SSD work again. But, certainly isn't worth having to pay someone to do it just to save the SSD.

Its not just the adapter, because my friend has a m.2 slot.
Regarding the PC-3000, what exactly is that? I did a quick search and found this for sata. Is this what you are talking about?
