My PC acts weird. Fraps showing stable 60 fps but game does not feel smooth.

Good morning people! I have recently changed my old gpu (GTX 590) for a new (GTX 760) and I see no difference. However, the problem is this. There must be something wrong with my PC or I have no other idea because I play a game lets say Counter-Strike: Global Offensive, which is a not really hardcore graphic game. I must play the game on medium/low settings to get 50FPS that feel like 50FPS (The game shows me I have 120 fps but It does not feel smooth).


My brother who has worse PC (old ATI gpu, intel i3 processor, 4GB ram) can play the game on all settings on HIGH and he gets stable 50fps. For me, changing the graphic does not make any difference, I always feel that crappy unsmooth gameplay.

Another game lets say is FALLOUT 4. I bought this game and the game instantly set my settings to HIGH. However, I felt that the game was not running so smooth even though it was showing stable 60fps. So I tried LOW and MEDIUM settings. No difference at all. The game runs unsmooth on all settings no matter what Graphic settings I use.


MY PC:

GPU: MSI GTX 760 2GB
CPU: Intel Core i7 2600K
RAM: 16 GB Corsair Vengeance
Motherboard: Gigabyte P67A-UD7-B3
PSU: Seasonic 750W
HDD: WD 1TB 7200RP (all games installed there)
SSD: only windows installed there - 90GB

I have also water cooling from Corsair. Could that cause the problem? I have no idea I am desperate. I keep buying new GPUs but they make no difference, I still feel like not being able to play the games smooth.


One more question, if I was about to upgrade my PC again, what should I upgrade that is necessary for FALLOUT 4? My GPU? I was interested in AMD R9 280X, is it a good idea?

I have one monitor my brother has the same monitor as I have. It is 60Hz monitor and resolution is 1920x1080.

What does FYI mean by the way?
 


It means "For your information". Also, you HAVE disabled vsync, right?

I tried many times and no change. It must be hardware issue. Is there any software that I can use to diagnose my hardware and some tech guy can check it and tell me what causes the problem?

Is your hard drive at %100 usage? You can check this in Task Manager.
