Solution Orgie Dec 5, 2015 could be a dns issue, i would say test googles dns in Ipv4 link shows you how to change it. https://developers.google.com/speed/public-dns/docs/using?hl=en if it fixes the issue you can either leave it like that or remove it and call your ISP and they will take care of the issue
