N0 POST ,BIOS reboots, No Beeps

Hello folks. I am Russian and sorry for my English.
This problem started in the morning. The PC just simply rebooted all the time, BIOS did not boot - I heard fans started working then they stopped then started again and all over again and again. No beeps.
So, I left only the CPU and the Speaker. I turned it on and heard three long beeps. From here http://www.tomshardware.com/forum/288145-30-long-beeps-motherboard-help I found that it indicates memory issues which is correct cause I did not set up memory modules.
I inserted a memory module into the RAM slot ( I tried for all four slots) and it happened again - no beeps, constant reboot.
What I definitely know that the PSU and RAM modules work correctly - I just checked it on my friend's PC. Where can be the issue? MoBo and CPU? Which sounds reasonable cause I did not hear beeps BUT when I left only the CPU without RAM in the MoBo I did hear three long beeps without any reboots.
