R9 390 Massive FPS drops across all games. Any suggestions?

So I built a PC on friday with the following specs: FX 8320 @ 3.5 GHz (no stock cooler. using Cooler Master Hyper 103), Gigabyte Windforce G1 R9 390, 600W Bronze Aerocool KCAS PSU, AsRock 990FX Extreme 3 MoBo, Kingston HyperX Fury 16GB 1866 MHz, Seagate Barracuda 1TB HDD, Sandisk 120GB SSD.

I've been trying to play games such as Star Wars Battlefront and Black Ops 3 and for the most part the games run fine, but every minute or so the frame rate drops from 60+ to 10-15 FPS for about 10 seconds. I have the latest drivers installed. I checked temperatures and they are all within safe limits (CPU doesn't rise beyond 60 Celsius and GPU doesn't rise beyond 75 Celsius). I have tried taking the cooler off and reapplying thermal paste as well as removing the graphics card and reinstalling it. I have also wiped my drivers and reinstalled them, but nothing seems to work. I even updated the BIOS on my motherboard. I've run out of ideas and I really have no idea what to do. Any help would be greatly appreciated. Thanks guys.

Edit: I forgot to add that all the games I play are at 1080P at the highest settings.

Cpu is at around 90% load buy the GPU load is constantly fluctuating. OS is windows 8.1

Minimum PSU is 750w for most 390's, the windforce says 600w but you need to factor the rest of your build too. I also agree that your cpu seems to be pushing quite hard so your probably short on power.
I never build with anything less than 1000w better to have and not need than to come up short.
