Why is my Gtx 970 stuttering in CSGO?

I recently built a pc and I have noticed that I play CSGO with with a solid 200 fps+ but I noticed that if the fps drop below 200 the game seems to stutter just for a second. I haven't noticed any stuttering in higher graphical game though like MGS 5.

Specs:
I5 4690k @ 3.5ghz
Evga gtx 970
Asrock z97 anniversary mobo
evga supernova 750 watt power supply
8 gbs of g skill ripjaws ram (2x4 sticks)
cooler master hyper 212 evo
windows 8.1
driver version 359.06
1080p 60hz monitor
Vsync - off

Yes I have and it still seems to have lag. I have seen the fps drop to 52 which is a bit odd.

Also VSYNC is not good for competitive shooters that require quick twitch movement like CS:GO. VSYNC increases input lag.

I'm all for VSYNC in single player, non-competitive games. I always run it for stuff like Fallout 4 and Arkham Knight. I don't want it in games like CS:GO though.

My 970 is averaging around 58 degrees Celsius while my cpu is around 45. Also just recently I haven't even hitting 200+ fps, I have been stuck at about 150 fps which is terrible for a 970. Any way that this could be some sort of power supply or voltage problem or do you think I just have a damaged graphics card which wouldn't make sense because MGS 5 runs fine on max settings.

MGS 5 runs pretty good on even a GTX 750ti. For definitive benchmarking, you should run Witcher 3 on ultra. The PSU is quite sufficient to power the card and you definitely should not be hitting frames rates like that. My advice is running it with a monitoring app like HWmonitor or MSI afterburner and post the log here. Or you could just tell us how the GPU and CPU parameters were in game.
