Can a nofan cr95c cool a i7 6700? I am going to use the pc for gaming and surfing the web.
Rest of the specs:

Case: Fractal design r5
Mobo: Asus z170-a
Ram: Hyperx savage 2666 mhz ddr4
SSD: Samsung 850 evo 500gb
Gpu: Msi gtx 970 gaming 4gb (the quietest gtx 970 i think)
Cpu: i7 6700 / 6700k don't know yet
Cpu cooler Nofan cr95c / Bequest dark rock pro 3 / Noctua nh d14 / d15
Psu: Bequiet dark power p11 / Corsair rm 850i / Fanless psu, but i am skeptical if it has enough watt to run the system. I have looked at Seasonic platinum 520w fanless though, but i don't know.

As you can see, i want a quiet gaming pc. As quiet as possible. Can you help me choose the cpu, cpu cooler, and psu?

A GTX970 needs only 500w to run in a normal pc.
For quiet operation, overprovision a bit so the fan does not need to run. 650w is about right.
750w is not wrong, the psu will consume only the wattage that is demanded of it regardless of the max power.
Gold or platinum rating is a good thing if you value quiet.
The Seasonic X series is excellent. I use a X-750 gold rated reason primarily for quiet. Seasonic warns you to not be alarmed if the fan does not run. It does not turn on unless necessary. I have never heard mine turn on.

The same principle can be applied to your graphics card. The performance of the GTX970 is entirely appropriate for a 1080P monitor and good for 1440p.
But if budget is not an issue, consider a stronger GTX980 or even a GTX980ti that can loaf and not need it's fans to spin up and get loud.
Pick a stock unit that is not overclocked.
Overclocked units need extra cooling and the attendant increase in fan noise.

2666 ram will be 1.35v; higher than the standard 1.2v. You will get no real value form this speed. Look for 2400.

ok, now i am worried. I have already bought the savage 2666 mhz on a black friday sale, it was 30 % off. why is 1.35 volt bad?i don't understand.. ram does not make noise anyway.

So i can use the season 520w platinum?

I was going to buy Corsair vengeance lax 2400mhz until i saw the sale on savage on black friday that was the same price as the lax 2400. They are also better, not much, but a little bit. And for the same price, why not choose the better.

So a mis gtx 970 gaming 4gb would get loud?? oh my god i am lost. Money is not a problem, but i am saving them, so that i can get a high end pascal card. I thought a msi gtx 970 would be as silent as a mis gtx 980 and a mis gtx 980 ti.

No, ram does not make noise:)
2666 ram is really 2133 ram of higher quality that can be overclocked to 2666.
You are good. Since you got a good deal, no harm done.
You can try it at various speeds by implementing the XMP profile in the bios.
The only negative of running at 1.35v instead of 1.2v is that it takes a smidgeon away from the power profile for overclocking.
This exact relationship is murky, at least to me.
I found that running ram at higher than stock voltage cost me a multiplier.

Seasonic 520 platinum would be excellent for a GTX970.
For something stronger than a GTX970, now or in the future, I would suggest something stronger.
Here is a 650w gold rated Seasonic which is a very good deal at $70.

The 750w unit is $110:

A psu operates most efficiently in the middle third of it's range. That is why a modest overprovision is good.
When operating efficiently, a gold or platinum rated unit will not need to use the fan at all.

What resolution will you be running at?
Let me assume you are gaming on a single monitor.

If money is not a major consideration, I would suggest you go ahead and buy a GTX980ti. There is nothing better available today, and it will loaf at 1080P and 1440P.
You will likely not have a need for pascal until you are gaming on triple monitors or a 4k monitor.

first off, i do live in Norway so deals on newegg wont help me:p

I did not understand what you meant with the ram stuff. Smidgeon? what is that? So, should i send them in and buy Corsair vengeance lpx 2400 instead? would it be less hassle?

Yes, i am playing on one screen.

My plan was to buy a gtx 970 now, use my moms old 60 hz 1080p screen. Sell the 970 when pascal comes out, buy a high end pascal gpu and buy a 1080p / 1440p 144hz gsync monitor.

You mean that i should get a gtx 980 ti, but would it realy be more quiet than a gtx 970? because i really want to upgrade to pascal, that would be even more quiet.

I am thinking of getting a BeQuiet dark power p11 or a corsair rm850i because of future upgrades. But i dont know if these would be silent though. but if i upgrade to a high end pascal card, i would need to get a higher watt psu.
