New build was working, now won't turn on

Hi, so I assembled my own rig for the first time (watched and helped several friends do theirs in-person) and everything went rather smoothly. I plugged everything in as it should, and it booted up the very first time I gave it power. I shut it down after it booted into the OS on my HDD so I could fresh install Windows 10 on my SSD. I went through that install and the subsequent reboots that accompanied it. Finally, I unplugged the power cord to reposition the case to a more permanent location and after plugging that cord back in, I get almost zero response from the rig.

Pressing the power button on the case has no effect, so I tried circumventing that by manually turning on my motherboard. I think I can rule out the PSU as the issue because I did the test where you connect 2 leads to turn on the fan and the fan turned on. I have unplugged and replugged everything in at least twice to try to find the problem. I also removed the motherboard battery for a considerable amount of time and tried again to no avail.

One unique sign that I haven't been able to find in any other forum post is that I have the ASUS 970 STRIX and it has some power LEDs on it. If the PSU is turned on and the PCI-E power cable is unplugged, a red LED turns on. Upon plugging in the PCI-E power cable, the red LED turns off and a white one comes on instead. This leads me to believe that the card is getting power both through the motherboard and through the PCI-E power cable, but I'm not sure if that rules anything out.

RAM: G.Skill Ripjaws X DDR3-1600 4GB (x2)
SSD: Samsung 850 EVO 250GB
HDD: Western Digital Scorpio Blue 500GB
PSU: SeaSonic G-650RM (650W Semi-Modular 80+ Gold)
Case: NZXT S340 Black

I don't know what else I can try, so any suggestion would be great (I have a multimeter available to me if that opens up other tests I can try). Thanks for reading!

Thanks Calvin7, just tried removing and reinserting my memory and it appears to have no effect. I only moved the PC about 1 meter from where I assembled it.

The case speaker is a great idea, I just searched on MicroCenter for one and couldn't find one. Any idea if they might have them (there's one near me and picking it up in person would be quickest)?
