Stuck at Bios

I'm having yet another problem with my motherboard. When I turn on the computer, it goes to the normal bios screen where it gives you options to click like "delete", "f12", and "f9". Problem is, nothing I click changes anything. It just stays frozen on that same screen no matter what button I press, or how long I hold it down.

To try to help diagnose the problem, I have removed all ram except for one, and I also reset the CMOS. None of this has had any effect whatsoever.

No operating system on it yet. I don't even know how I would tell if it is recognized, because I can't do anything in BIOS. If I press the power button all that happens is that the fans start spinning, and a screen with the gigabyte logo comes up with text underneath it saying: "P/Q-FLASH F9:SYSTEM INFORMATION F12:BOOT MENU" Pressing any of those keys has no effect. It just stays on that screen doing nothing at all.

Try with hdd & or ssd and dvd drives disconnected
This checks for dead disk stopping bootup

You should get message no boot device found
If this happens make a bootable usb windows or linux disk and try again

If this fails see if motherboard has a dual bios and a means of starting off other bios ( possibly a jumper )
In case bios is corrupted

Ok, I tried unplugging all the drives, and booting. Still no change. I just get the same screen as before, and still no key I press does anything. So what do I do now? I checked the product on gigabytes website, and it does say it has dual bios. No jumper came with the motherboard, I bought it brand new and I kept everything that came in the box.
 

It might help to read the manual or look at some videos on youtube, to get familiar with PCs in general! First step: press the power button and hit the <del>-key to get into bios. Second: prepare an usb stick with a Windows iso or put the Windows DVD into the drive and hit any key if you see the message "install from DVD..." on the screen.
